Most blogs have a "Follow" icon somewhere on the right side. You can click on it and choose to "follow" using your blogger id. This will also make blogs you're following appear in your dashboard's blog roll. If someone doesn't have a "Follow" icon, they can add it by going to their blog's layout options.
